
Pune: The Maharashtra government has entered into a ₹10,000 crore Memorandum of Understanding (MoU) with Rural Enhancers during the World Economic Forum Summit in Davos, Switzerland.
Chief Minister Devendra Fadnavis, alongside Principal Secretary of Industries P. Anbalgan, exchanged the agreement with Ambar Ayade, founder of Rural Enhancers. The MoU is set to catalyze advancements in healthcare, infrastructure, and port development across the state.
Highlighting the occasion, Chief Minister Fadnavis stated, “This ₹10,000 crore investment agreement with Rural Enhancers and the Netherlands is critical for strengthening healthcare, ambulance services, hospital development, and infrastructure projects in Maharashtra.”
Union Minister of State for Cooperation and Civil Aviation, Murlidhar Mohol, congratulated Ambar Ayade and the Rural Enhancers team, terming it a proud moment for Maharashtra and startups in Pune.
Collaborations to Strengthen Infrastructure
During the summit, Kaustubh Dhavse, Secretary of Foreign Investments, facilitated a tripartite agreement with governmental agencies from the Netherlands. Key attendees at the event included Secretary of MIDC P. Velrasu, Netherlands representative Edwin C.S. Varda, Chairman of Rural Enhancers Group Subrahmanyam Yedavalli, and the Chief Minister’s Assistant, Jayant Yerwadekar.
Ambar Ayade, specially invited by the Maharashtra government to participate in the summit, emphasized the transformative potential of the investment. He stated, “This funding will enhance healthcare systems in Maharashtra, including the establishment of a government ambulance service and addressing long-pending projects like the housing scheme for police personnel at Lohgaon, Pune. Additionally, it will bolster port and shipping infrastructure in the state.”
Ayade further revealed plans to host India’s first ECA-based economic summit in Mumbai this March, with Chief Minister Devendra Fadnavis expected to attend.
Focus on Healthcare Innovation
Rural Enhancers has a proven track record of leveraging Export Credit Agency (ECA)-based investment models for financing large-scale healthcare and infrastructure projects. The firm previously facilitated India’s first ECA-based multispecialty hospital in collaboration with the Pune Municipal Corporation, set to open by 2027 in Warje, Pune.
“Ambar Ayade has been an integral part of the Chief Minister’s ‘Country Desk’ initiative since 2021, bringing in ECA-based investments to Maharashtra. The ₹10,000 crore deal finalized in Davos will significantly enhance the state’s healthcare and infrastructure landscape,” noted Kaustubh Dhavse.
