After selecting an AI-powered platform to help officials draft procurement documents, the IT ministry is now looking to build a common agentic AI framework for government services.
In July, the National e-Governance Division (NeGD) under MeitY issued a limited request for quotation tender for a reusable "unified AI assistant and bot" platform, designating DigiLocker as its initial deployment.
In contrast to traditional chatbots that mainly respond to user questions, the proposed platform is built as an "LLM-driven, agentic system" that can coordinate and manage multiple AI components.
The reusable components created for the project, including consent management, analytics, and related features, must be demonstrated separately and then applied to future government bots.
The reusable services are also expected to be listed on NeGD's unified AI Services Platform, while reusable datasets, connectors, and evaluation resources are to be uploaded to AIKosh to support broader use across government.
The proposed platform must also include a human-in-the-loop review process, enabling government officials to monitor AI-generated responses and step in when required.
Additionally, NeGD has requested integrated evaluation systems to track hallucinations, tool reliability, multilingual effectiveness, and safety, along with dashboards that monitor agent behavior, latency, and related metrics.
This development follows NeGD’s recent decision to grant a separate contract to Cactus for creating an AI-driven procurement authoring platform designed to help officials draft and review tender documents.
If realized as planned, the unified AI assistant and bot platform could serve as the shared foundation for upcoming AI implementations across government ministries.
