Pune, 18 October 2025: The Pune Municipal Corporation (PMC) has overhauled its Transferable Development Rights (TDR) process, which earlier took several months or even years for approval. Under new orders issued by Municipal Commissioner Naval Kishore Ram, every TDR file must now be cleared within 90 days. The revised system will come into effect from November 1.

Until now, the TDR approval process in Pune involved multiple departments, including the Building, Legal, Property Management, Vigilance, and Additional Commissioner’s offices, causing long delays. Builders and architects often had to make repeated visits to PMC offices, as files were reportedly held up without reason, sometimes for up to two years.

Following complaints about corruption and lack of transparency, several city MLAs raised the issue in the state assembly, demanding a streamlined and accountable system. In response, Commissioner Ram reviewed the procedure in August and directed officials to create a more efficient process to ensure TDR approvals within three months.

Over the past two months, the PMC has held several internal meetings to finalize these reforms. Now, every TDR proposal must be decided within 90 days. If a file remains pending beyond that, it must be resolved within an additional 30 days, and the responsible officers will have to provide a written explanation to the Commissioner.

Commissioner Ram stated that the TDR process had been made unnecessarily complicated, requiring 40 different documents. The new simplified process reduces that to 20, making it easier for applicants. He also emphasized that every file will be reviewed weekly, and if any application has errors, applicants will be informed immediately so that delays can be avoided.

To enhance transparency, the PMC will soon make the TDR portal accessible to the public. Pending cases will also be reviewed and resolved quickly, and changes are planned in the online system to prevent officials from holding up files without valid reasons.
