Pune: Enforcement of the Maharashtra state government’s directive to fine both two-wheeler riders and pillion passengers without helmets has been temporarily put on hold in Pune.
Police Commissioner Amitesh Kumar stated that a decision on the matter will be taken in January after discussions with various stakeholders and public awareness campaigns.
The order, issued on Monday by the Additional Director General of Police (Traffic), required police departments statewide to begin penalizing both riders and pillion passengers without helmets. This marked a shift from the earlier practice of targeting only riders.
The e-challan systems used by traffic police have been updated to accommodate this change, allowing fines to be issued to pillion riders as well.
However, the new mandate faced opposition from several quarters, prompting the police to delay its immediate implementation.
Commissioner Kumar emphasized the need to consult administrative agencies, social organizations, and public representatives to address concerns. “We will decide on enforcement in January after thorough discussions and awareness campaigns,” he said.
Focus on Awareness
The decision to delay enforcement comes in the backdrop of rising fatalities and injuries in accidents involving helmetless riders and pillion passengers. Despite the mandatory helmet rule, many riders continue to ignore safety guidelines.
“Our focus will remain on raising awareness about the importance of wearing helmets for personal safety. Riders must understand the risks and ensure regular helmet use,” Commissioner Kumar added.
