Pune, 12th October 2026: The Pune Metropolitan Region Development Authority (PMRDA) has made it mandatory for developers to transfer internal roads in approved layouts to the authority while obtaining building permissions. Developers must also ensure that PMRDA’s name is recorded on the 7/12 land extract for these roads.
The decision aims to make internal layout roads accessible for public use, improve traffic movement and ensure that adjoining landowners have proper road connectivity. The authority has received complaints that landowners and developers are restricting access to roads shown in approved layouts, affecting movement and access to neighbouring plots.
Building permissions within the PMRDA jurisdiction are granted under the Unified Development Control and Promotion Regulations (UDCPR). Under these regulations, internal roads shown in approved layouts are expected to be transferred to the authority.
However, PMRDA found that several such roads continued to be recorded in the names of individual landowners or developers in the 7/12 land records. This has contributed to incomplete roads, access restrictions and traffic-related problems in some areas.
To address these issues, PMRDA has issued a circular clarifying the procedure for transferring internal roads and recording the authority’s ownership in the relevant land documents.
Under the new procedure, developers must complete the required formalities at different stages of layout approval.
Temporary layout approval: After the layout is demarcated and receives final approval, officials will verify whether the developer has developed the internal roads as required.
Taking possession: Assistant Metropolitan Planners will take possession of the developed roads through a formal possession receipt.
Updating land records: While granting final layout approval and completing the relevant land-record documentation, the authority will require PMRDA’s name to be entered on the 7/12 extracts for internal roads.
Coordination with revenue officials: A copy of the relevant documentation will be sent to the concerned tehsildar to facilitate the required changes in land records.
The circular places the responsibility for transferring internal roads and updating the land records on the applicant or developer. All expenses associated with recording PMRDA’s name on the 7/12 extracts for these roads must be borne by the developer.
The authority expects the measure to make the transfer process clearer and more systematic while reducing disputes over access to internal roads. By bringing these roads under its control, PMRDA aims to ensure that roads shown in approved layouts remain accessible and provide connectivity to adjoining properties.
