Pune, 23rd June 2026: The Pune Municipal Corporation (PMC) has taken a significant step towards the planned development of 23 villages that were merged into the city limits in 2021.
The General Body on Monday approved a proposal to declare its intention to prepare a Development Plan (DP) for these villages and appointed City Engineer Aniruddha Pavaskar as the planning officer for the process.
The decision comes nearly five years after the villages were brought under PMC limits. Although the villages became part of the city in June 2021, the responsibility of preparing their Development Plan was initially assigned to the Pune Metropolitan Region Development Authority (PMRDA).
PMRDA had prepared a draft plan, but it faced widespread criticism and several complaints. Residents and stakeholders alleged that agricultural lands were being converted into residential zones and reservations were proposed in a manner that could benefit large developers.
Following these objections, the state government directed that the PMRDA-prepared plan be cancelled.
After the cancellation of the earlier draft, the state government handed over the responsibility of preparing a fresh Development Plan to PMC. The proposal was first approved by the City Improvement Committee and has now received final approval from the General Body.
Officials said the civic body's Development Plan Cell will undertake the exercise. The process will begin with a detailed survey of existing land use in all 23 villages. Future land-use planning will be carried out by considering population growth and infrastructure requirements over the next 20 years.
Once the draft plan is prepared, it will be published for public objections and suggestions. A committee appointed by the state government will hear stakeholders before the revised proposal is placed before the PMC General Body. After receiving civic approval, the plan will be sent to the state government for final sanction and notification.
PMC officials believe the process may move faster than usual because substantial groundwork was already completed during PMRDA’s earlier exercise. While local bodies are generally given two years to prepare a draft Development Plan, officials expect the timeline to be shorter in this case.
"Approval of this proposal is a crucial step towards ensuring balanced and long-term development of the 23 villages through a structured planning framework," said PMC House Leader Ganesh Bidkar.
The villages covered under the proposed Development Plan are Mhalunge, Sus, Bavdhan Budruk, Kirkatwadi, Pisoli, Kondhave Dhawade, Kopre, Nanded, Khadakwasla, Manjari Budruk, Narhe, Holkarwadi, Autad Handewadi, Wadachiwadi, Shewalewadi, Nandoshi, Sanasnagar, Mangadewadi, Bhilarewadi, Nimbalkarwadi, Jambhulwadi, Kolhewadi and Wagholi.
