State applies DCR in 11 merged villages

Pune: To control illegal constructions and ensure proper planning of newly merged 11 villages into the Pune Municipal Corporation limits, the State government has decided to apply the civic body’s existing Development Control Rules (DCR). Now, the planning of the merged villages will be done by the corporation. Since last year, there were no rules existing for development. 

There is already haphazard development which has occurred before the merger of the villages. After the merger, the corporation needs land to plan development for building basic infrastructure such as road network, drainage and water system, develop different amenities like school, playground, gardens etc. However, due to lack of Development Plan (DP) and Development Control Rule, it was not possible to start development in these villages.

After the government’s decision, the PMC can start planned development in these villages. Speaking to Sakal Times, Prashant Waghmare, City Engineer of PMC, said, “For development in any city area, there should be a DP and cities have their own DP. However, merged villages don’t have it as it takes many years. The State government has taken a decision to apply PMC DCR in the merged villages. It is a guideline for the development of areas. Now, we will follow DCR of the corporation and start basic development.” 

According to corporation statistics, more than 50 per cent constructions in these villages are unplanned -- Lohegaon (50 per cent construction on the total land of village), Shivne-Uttamnagar (88 per cent), Shivne (70 per cent), Mundhwa (65 per cent), Hadapsar-Sade Satara Nali (50 per cent), Ambegaon Khurd (71 per cent), Undri (30 per cent), Dhayari (71 per cent), Ambegaon Budruk (70 pe rcent), Uruli Devachi (65 per cent) and Fursungi (74 per cent).

What is DCR?
†Development Control Rules (DCR) means any person who wants to carry out development or redevelopment of building or alter any building or part of a building, has to take permission from the commissioner along with plans and statement. 
†Construction is to be carried out in conformity with the regulations 
†In February 2017, the State government merged Lohegaon, Shivne-Uttamnagar), Shivane, Mundhwa Hadapsar-Sade Satara Nali, Ambegaon Khurd, Undri, Dhayari, Ambegaon Budruk, Uruli Devachi and Fursungi into PMC limits.
