Pahalgam Terror Attack: India Suspends Indus Waters Treaty and Takes Five Major Decisions Against Pakistan

In a strong response to the deadly Pahalgam terror attack, India halts water supply to Pakistan and enforces strict diplomatic and security measures

In the wake of the brutal terror attack in Pahalgam, Jammu and Kashmir, which claimed 26 lives including Indian nationals and a foreigner, India has taken unprecedented steps to respond decisively against Pakistan. On April 23, 2025, the Cabinet Committee on Security (CCS), chaired by Prime Minister Narendra Modi, announced five major measures targeting Pakistan’s cross-border terrorism and diplomatic presence.

India has indefinitely suspended the 1960 Indus Waters Treaty, a landmark water-sharing agreement with Pakistan brokered by the World Bank. This move halts India’s cooperation on the Indus river system, including the Jhelum, Chenab, Ravi, Beas, and Satluj rivers, which supply critical water resources to Pakistan. The suspension directly impacts Pakistan’s agriculture, power generation, and water security, marking a significant escalation in bilateral tensions.

The vital land crossing between India and Pakistan, used for trade and civilian movement, has been shut down immediately. This closure disrupts cross-border travel and commerce, further isolating Pakistan diplomatically and economically. Pakistani citizens will no longer be allowed to enter India under the SAARC Visa Exemption Scheme. All previously issued visas under this scheme have been canceled, and Pakistani nationals currently in India on such visas have been given 48 hours to leave the country.

India has expelled all military, naval, and air advisors posted at the Pakistan High Commission in New Delhi, signaling a sharp reduction in military diplomatic ties and a strong message against Pakistan’s alleged support for terrorism. Pakistan has been directed to reduce its diplomatic staff in India from 55 to 30 personnel, effectively scaling down its High Commission’s operational capacity.

These measures come as a direct response to the terror attack in Pahalgam’s Baisaran Valley on April 22, which was claimed by The Resistance Front, a Pakistan-based militant group. The attack targeted innocent tourists and security personnel, shaking the nation and prompting a swift government crackdown on cross-border terrorism.

Foreign Secretary Vikram Misri emphasized that India’s actions are contingent on Pakistan’s credible and irrevocable cessation of support for terrorism. The suspension of the Indus Waters Treaty, a pact that survived three wars since 1960, underscores the seriousness of India’s stance.

The government’s firm response aims to hit Pakistan where it hurts most—its water resources, diplomatic presence, and cross-border movement—while reinforcing India’s commitment to national security and justice for the victims.
