Massive Voter Roll Cleanup in UP: 2.89 Crore Names Removed After SIR

On Tuesday, the Election Commission of India (ECI) released the draft electoral roll for Uttar Pradesh following the completion of the enumeration phase of the Special Intensive Revision (SIR), resulting in the removal of approximately 2.89 crore voters from the state.

According to Uttar Pradesh Chief Electoral Officer Navdeep Rinwa, the electoral roll initially included 15.44 crore voters, but after a revision, it was decreased by 2.89 crore to 12.55 crore.

The preliminary voter list has been reduced by 18.7 percent, equating to approximately one out of every five voters.

“According to the ECI statement, by the end of the enumeration period on December 26, 2025, 1,255,560,25 out of 1,544,300,92 registered voters, as listed in the Electoral Roll on October 27, 2025, had submitted their Enumeration Forms, indicating a significant level of participation in the initial phase of SIR.

The list of removed voters includes approximately 46.23 lakh (2.99%) who are deceased, 2.17 crore (14.06%) who have relocated, and 25.46 lakh (1.65%) who are duplicate entries.

“The EC statement mentioned that legitimate voters from the aforementioned list can be reinstated in the electoral roll during the Claims and Objection period, which runs from January 6, 2026, to February 6, 2026, by submitting Form-6 along with a Declaration Form and other necessary documents.

The activity was initially planned to conclude on December 11, but the state requested a 15-day extension upon realizing that approximately 29.7 million names were being omitted from the draft list.

The polling organization recently completed the Special Summary Revision (SIR) in Tamil Nadu and Gujarat, resulting in a reduction of the electoral roll by 9.7 million and 7.4 million voters, respectively.

The Election Commission of India (ECI) published the draft roll following a special enumeration in Assam, resulting in a reduction of 1.056 million names from the list.
