RTO makes reflectors mandatory

PUNE: The Pune Regional Transport Office (RTO) has asked owners of all commercial vehicles including goods carriers, tempos and cabs to set up reflectors, reflective tapes and rear tapes in the back of the vehicles under the Central Motor Act, 1989. Without reflectors, the vehicles will not get a passing certificate. 

The State Transport Department had issued a circular to all RTOs asking them to take strict action on the vehicles found sans reflectors, reflective tapes and rear tapes.

“All commercial vehicles are to mandatorily install reflectors, reflective tapes and rear tapes. We have asked vehicle owners to do so or face action. Some of them have already done it, but the majority are still to follow. The State Transport Department has directed that RTO should provide fitness certificates to vehicles only after ensuring that reflectors, reflective tapes and rear marking tape have been installed on them,” said Deputy RTO Vinod Sagre. The circular was issued on June 29 and its implementation started in Pune from July 1, he said.

According to the Motor Vehicles Act, 1989, Rule 104 to 104 D, it is mandatory to install reflectors and reflective tapes and rear marking tape fulfilling the AIS (Automotive Industry Standards) 089 and  ASI090 regulations.  It is also mandatory to get the installations certified from the regulatory organisations by obtaining a ‘test certificate’ and a ‘conformity of production’ certificate. 

Every motor vehicle manufactured on and after April 1, 2006, shall be fitted with two red reflectors, one each on both sides at their rear,  says the Act.

MANDATORY RULE
The Transport Department will take action against those vehicles which have got a passing certificate and have not fit reflectors and reflective tapes.

Reflective tapes are stuck on the front and back of four-wheelers so as to make them visible from far away. 

These tapes are available in red colour and have a long wavelength and can thus be seen from a long distance. 

These not only increase the visibility of the vehicles during night hours but also help the traffic police in regulating the flow of vehicles.
