Encouraged by its recent electoral successes in West Bengal and Assam, the Bharatiya Janata Party has launched an assertive organisational campaign in Uttar Pradesh for the 2027 Assembly elections, placing heavy emphasis on booth-level micro-management, which party strategists assert is the key to winning elections.

The party has resolved to appoint nearly 1.76 lakh ‘booth palaks’ across Uttar Pradesh and mobilise its grassroots network almost two years ahead of the Assembly elections. This decision follows closely on the heels of the expansion of the Yogi Adityanath cabinet and is being viewed as part of a wider strategy to strengthen both governance and organisational structure simultaneously before the next electoral contest.

A high-level meeting of the presidents from all 98 organisational districts of the BJP was convened on Tuesday at the party’s state headquarters in Lucknow, under the leadership of state BJP president Pankaj Chaudhary and state general secretary (organisation) Dharampal Singh.

Party insiders say district leaders were directed to implement the Bengal election strategy in Uttar Pradesh, placing fresh emphasis on booth committees, panna pramukhs, shakti kendras and highly localised political outreach. The BJP plans to review all 162,459 Assembly booths in the state, including 27,633 shakti kendras across 1,918 mandals, over the coming month.

The exercise will additionally include nearly 14,000 newly formed booths that were created following the Special Intensive Revision (SIR) of electoral rolls. Party leaders instructed district units to promptly set up booth committees and designate booth presidents and booth caretakers for these newly added polling stations.

Under the proposed framework, booth palaks (coordinators) will stay in regular touch with key voters in their respective booth areas, work in coordination with local committee members, and oversee political activities and voter patterns at the grassroots level.

The BJP leadership considers booth-level organisation to be its greatest electoral asset in Uttar Pradesh. The party has consistently depended on a wide network of panna pramukhs and booth workers to turn public support into actual votes on election day.

According to sources, the meeting also concentrated on addressing shortcomings revealed during the 2024 Lok Sabha elections. The BJP has pinpointed 61 Assembly constituencies that it had secured in 2017 but lost in the 2022 Assembly polls. District presidents were instructed to conduct booth-level reviews in these constituencies to determine the causes of defeat and formulate corrective strategies.

The Bengal model being implemented in Uttar Pradesh consists of four key elements. The first is the panna pramukh system, under which a party worker is given charge of 30 to 35 voters whose names appear on a single page of the electoral roll. This worker stays in frequent touch with these voters and makes sure they turn out to vote on polling day.

The second element focuses on shakti kendras, groups of five to seven booths where coordinators are responsible for ensuring coordination and persuading undecided voters.The third strategy involves classifying booths into strong, competitive and weak categories so that additional manpower and monitoring can be deployed in sensitive areas.

The fourth element emphasizes hyper-local campaigning customized to booth-level issues. Party workers will also carry out real-time monitoring, visit mandals, and run verification drives while closely tracking the opposition’s strategies.The BJP leadership also discussed countering the Samajwadi Party’s PDA formula aimed at consolidating backward classes, Dalits and minorities. Party sources said workers would be mobilised to strengthen outreach among different social groups and counter opposition narratives on the ground.

District presidents were also instructed to step up campaigns highlighting Prime Minister Narendra Modi’s call for energy conservation and austerity in light of global fuel-related concerns.
