
Pune: In a major step towards simplifying property registration in Maharashtra, the state government has launched the "One State, One Registration" initiative in Mumbai City and Mumbai Suburban districts.
Under this scheme, citizens can now register property transactions at any of the 32 sub-registrar offices in these two districts, regardless of the property's location within them. The initiative, which was rolled out on February 17, is expected to save time and enhance convenience for residents.
The Registration and Stamp Duty Department has confirmed that this initiative will be expanded across the state in a phased manner. Maharashtra Chief Minister Devendra Fadnavis, after assuming office, had directed the department to introduce new reforms within 100 days, with "One State, One Registration" being a key priority.
To implement this, the department made technical changes to its computer system and introduced legal amendments to enable document registration across multiple locations within a district.
Previously, property transactions—including the sale of land, flats, and commercial spaces—could only be registered within the same city where the property was located. However, the new system removes this restriction for Mumbai.
Starting this week, transactions related to properties in Mumbai City and Mumbai Suburban districts can now be registered at any sub-registrar office within these two districts.
Mumbai City has 7 sub-registrar offices.
Mumbai Suburban has 25 sub-registrar offices.
This move aims to reduce processing time and enhance efficiency, offering greater flexibility to citizens.
Legal Amendments to Support Implementation
To facilitate this reform, the Maharashtra government has issued amendments to the Registration Act, 1908, which will take effect on January 29, 2025. Key changes include:
Revising "Mumbai City" in the Bombay General Clauses Act, 1904, to "Mumbai City and Mumbai Suburban".
Modifying official records by replacing "Revenue District: Mumbai" with:
"Revenue District: Mumbai City"
"Revenue Taluka: Andheri"
"Revenue Taluka: Borivali"
"Revenue Taluka: Kurla"
