PUNE, 12 August 2025: The Maharashtra government and Slum Rehabilitation Authority (SRA) are moving forward with plans to grant a 100% Transferable Development Rights (TDR) for the redevelopment of the Janata Vasahat slum in Parvati, Pune, a move valued at around ₹750 crore in current market rates. The proposal has sparked debate over whether it unfairly benefits one project while sidelining others in similar circumstances.

Janata Vasahat sits at the foothills of Parvati, on plots 519, 521A, and 521B, covering nearly 1.92 lakh square meters. In January 2025, an application for the 100% TDR was filed with the SRA, which was quickly approved by the then CEO, Nilesh Gatne. By April, the state housing department had also given the green light, instructing the SRA to acquire the land and begin issuing TDR.

Currently, construction on Pune’s hills and slopes faces strict regulations, and TDR compensation is usually much lower. For hilltop and hillside land in 23 villages merged into the Pune Municipal Corporation in 1997, the norm is only 0.08 TDR, while older city limits allow just 0.04.

However, for Janata Vasahat, the plan bypasses these limits to allow full 100% TDR. Critics say this is discriminatory, especially when other landowners wait years for decisions.

The redevelopment also hinges on lifting height restrictions in the heritage-sensitive Parvati area. The SRA has already sent a proposal to the state to amend the Unified Development Control and Promotion Regulations (UDCPR) to allow taller buildings. This request has been pending for years.

SRA CEO Satish Khadke said the project will be reviewed thoroughly before a final decision is made. However, concerns remain about why a location where high-rise construction is currently banned should receive full TDR compensation, and whether public resources are being allocated fairly.
