Pune, 30 October 2025: The Maharashtra government has suspended a proposal to grant Transferable Development Rights (TDR) worth ₹750 crore for land at Janata Vasahat, a large slum settlement at the foothills of Parvati in Pune.

Chief Minister Devendra Fadnavis ordered a detailed inquiry into the proposal after taking note of alleged irregularities in the compensation process.

The decision came after Minister of State and local MLA Madhuri Misal wrote to the Chief Minister, pointing out serious discrepancies in the valuation and transfer of the land under the Slum Rehabilitation Authority (SRA) scheme.

Acting on her letter, Fadnavis directed the Housing Department to conduct a thorough probe and appointed the Additional Chief Secretary to oversee the investigation. All proceedings related to the proposal have been put on hold.

The SRA had earlier proposed a one-time grant of TDR to a private developer in exchange for handing over more than 40 acres of land at Janata Vasahat to the government. However, the valuation of the proposed TDR, pegged at ₹750 crore, raised questions about inflated estimates and irregular approval procedures.

Officials revealed that the Registration and Stamp Duty Department’s re-evaluation found the actual market value of the land to be around ₹109 crore, based on a rate of ₹5,750 per square meter, much lower than the rate used in the original proposal. The confusion reportedly arose because the land’s development plan records were outdated and not aligned with the latest ready reckoner.

Before Pune’s final development plan was approved, the land was listed under Survey No. 105 with a rate of ₹5,500 per square meter. Later, it was temporarily marked as Final Plot No. 661 at a higher rate of ₹39,650 per square meter in the draft plan. In the final version, the plots were renumbered as 519, 521A, and 521B, but this change was not reflected in the official reckoner, leading to major valuation errors.

Confirming the Chief Minister’s decision, Madhuri Misal said she had raised the issue of a private developer being granted excessive TDR for redeveloping the Janata Vasahat slum in her Parvati constituency. Following her complaint, the Chief Minister ordered the inquiry and suspended the proposal until the investigation is completed.
