Pune, 9th June 2026: The Special Purpose Vehicle (SPV) will be establish by Maharashtra government to speed up the execution of proposed tunnel projects, the Ring Road and the long-pending High Capacity Mass Transit Route (HCMTR). A proposal for the new body is expected to be submitted to Chief Minister Devendra Fadnavis.
The move is aimed at ensuring coordinated planning and implementation of three of Pune’s most important infrastructure projects. The SPV will comprise senior officials from Pune Municipal Corporation (PMC), Pimpri-Chinchwad Municipal Corporation (PCMC) and the Pune Metropolitan Region Development Authority (PMRDA).
With traffic congestion worsening across the Pune metropolitan region, the state government is looking to accelerate long-term mobility solutions. The Ring Road and proposed tunnel projects are expected to improve connectivity, while the HCMTR is envisioned as a continuous circular transport corridor around the city.
The HCMTR project has remained largely on paper since it was included in Pune’s Development Plan in 1987. Officials believe that integrating it with the tunnel and Ring Road projects under a single mechanism will help remove administrative hurdles and improve project coordination.
A private consultancy has already been appointed to prepare plans for the proposed tunnel network, which is considered one of Chief Minister Fadnavis’ flagship urban mobility initiatives.
According to the proposal prepared by Municipal Commissioner Naval Kishore Ram, the SPV will include the commissioners of PMC, PCMC and PMRDA, along with city engineers, chief engineers from project departments and the Police Commissioner.
The body will be responsible for project planning, tendering, coordination among agencies and monitoring execution. Notably, no political representatives will be part of the SPV, allowing it to function as a professional project management entity.
Apart from the SPV, a separate governing committee will be constituted under the chairmanship of Chief Minister Devendra Fadnavis. The committee will include the Deputy Chief Minister, senior state government officials and municipal representatives to oversee policy decisions and monitor project progress.
