Stringent Driving Tests Cause Dip in Permanent Licenses Issued in Pune

The tests are sensor-based and evaluate skills on routes such as figure-eight, H-pattern, and steep slopes.

Pune: Securing a permanent driving license has become a tough hurdle for residents in Pune. While the city struggles with its reputation for reckless, license-less driving, data shows that only half of the applicants manage to pass the skill-based driving test to obtain a permanent license.

The Pune Regional Transport Office (RTO) has made a valid driving license mandatory for operating two-wheelers and four-wheelers.

To facilitate this, the RTO has established a Learner’s License Test Center in Sangamwadi, where learners’ licenses valid for six months can be obtained through an online exam. However, the process for obtaining a permanent license is much more stringent.

Applicants for two-wheeler licenses must take their test at the Alandi Road RTO office, while four-wheeler applicants are required to visit the Institute of Driving Training and Research (IDTR) in Bhosari.

The tests are sensor-based and evaluate skills on routes such as figure-eight, H-pattern, and steep slopes. The computer-monitored system flags even the smallest mistakes, resulting in test failures.

RTO statistics reveal a declining trend in license issuance. In 2022-23, 1.39 lakh permanent licenses were issued, but this dropped to 1.32 lakh in 2023-24.

From April to November 22, 2024, only 85,000 permanent licenses have been granted, despite 1.83 lakh individuals obtaining learner’s licenses in the same period.

For those who fail, a retest can be taken within six months. However, many applicants do not return for the retest, stated Assistant Regional Transport Officer.

Compared to the last two years, fewer drivers are applying for learner’s and permanent licenses. Following traffic rules, including obtaining a valid license, is mandatory. Violations leading to accidents result in strict action against the driver.”

The stringent testing process and the decline in successful applicants highlight the importance of stricter adherence to traffic rules and better driving skills in Pune.
