Pune Budget 2026–27: ₹13,995 Crore Plan Focuses on Roads, Water Supply and Infrastructure in Newly Merged Villages

PMC Commissioner Naval Kishore Ram presents budget to standing committee; major spending planned on roads, sewer lines, bridges and public services as revenue challenges persist

Pune Municipal Corporation (PMC) Commissioner Naval Kishore Ram on Monday presented the civic body's ₹13,995 crore budget for the financial year 2026–27 before the standing committee. The proposed budget is ₹1,377 crore higher than last year’s budget, reflecting the increasing demand for infrastructure development in the rapidly expanding city.

The civic administration has placed significant emphasis on improving infrastructure in newly merged villages and reducing traffic congestion caused by inadequate road networks. However, the rising budget size has also raised concerns about the corporation’s ability to increase revenue to match the growing expenditure.

The budget was presented to Standing Committee Chairman Shrinath Bhimale in the presence of Mayor Manjusha Nagpure, Deputy Mayor Parshuram Wadekar, Leader of the House Ganesh Bidkar, Additional Commissioners Pavneet Kaur and Prithviraj B.P., City Secretary Yogita Bhosale, and Chief Auditor Ulka Kalaskar.

While presenting the budget, Commissioner Ram said, “I served as Pune’s District Collector during the COVID period and understand the expectations of citizens. While preparing this budget as Municipal Commissioner, I have kept those expectations in mind. It is our responsibility to fulfil the needs of Pune residents.”

PMC had expected revenue of ₹12,618 crore for the financial year 2025–26, but by the end of January 2026 it had collected only ₹7,701 crore. Even if another ₹1,000 crore is collected by March, the civic body could still face a significant gap between projected and actual revenue.

Despite introducing a property tax amnesty scheme, the corporation has struggled to substantially increase income.

A major allocation has been made for the road department, with a total provision of ₹1,866.39 crore. Of this, ₹1,505 crore has been earmarked for capital works such as new road construction, asphalt resurfacing and improving road infrastructure, while ₹361.39 crore has been allocated for maintenance and revenue expenses.

The capital allocation has increased significantly compared to last year, particularly to address road development in newly merged villages.

The budget also includes several water supply projects. Plans include new water infrastructure for areas such as Bavdhan, Sus-Mhalunge, Lohegaon and Wagholi, construction of five water tanks and a 35-km pipeline network in Bavdhan, and six tanks with a 77-km pipeline network in Sus-Mhalunge. Additional pipelines are proposed in Shewalwadi and Mundhwa–Keshavnagar.

In the sewerage sector, PMC plans to lay around 100 km of new sewer lines and undertake major maintenance of drainage systems and stormwater lines. Measures have also been proposed to address waterlogging during monsoon.

Projects under the AMRUT 2.0 scheme include sewer infrastructure in 23 newly merged villages and expansion of sewage treatment capacity with a project estimated at ₹842.85 crore. Around ₹323.76 crore has been proposed for sewer management in merged villages.

The civic body is also pushing digital governance initiatives, with 117 services across 12 departments already available online. Plans include expanding digital services, issuing certificates and licences through e-sign systems, and upgrading platforms such as the DBT portal, WhatsApp chatbot and PMC Care platform.

In view of increasing climate-related risks, the disaster management department has been allocated ₹62.03 crore to strengthen emergency response systems, improve preparedness and provide training and resources to minimize losses during emergencies.

The education department will introduce 10 additional secondary classes in English-medium schools, upgrade school infrastructure, and improve sanitation through mechanised cleaning systems

The budget also outlines major infrastructure projects, including completion of the Ghorpadi railway bridge, Aga Khan river bridge and the Sun City–Karvenagar river bridge before the monsoon.

Work on the Sadhu Vaswani bridge and Vishrantwadi flyover is expected to be completed by August 2026, while the Shastrinagar, Bindumadhav Thackeray Chowk and Senapati Bapat Chowk flyovers are planned to be completed within the next two years.

PMC also plans to begin construction of the Mundhwa Chowk flyover and the Shivane–Nanded City river bridge next year, conduct structural audits of 99 major bridges, flyovers and subways, and develop underground passages on Nagar Road and Solapur Road.

Other proposals include developing parking facilities in metro amenity spaces, building around 4,725 houses under the Pradhan Mantri Awas Yojana in Hadapsar and Wadgaon, allocating funds for waste management and water projects through the 15th Finance Commission, creating a riverbank biodiversity park, and installing solar-powered fountains in city lakes.

PMC expects its largest revenue share from Goods and Services Tax (27%), followed by property tax and development charges (24% each). On the expenditure side, 40% of the budget will go toward development works and projects, while 28% will be spent on employee salaries and staff-related expenses.

The budget highlights Pune’s growing infrastructure demands, while also underscoring the challenge of balancing rising development needs with limited revenue growth.
