Pune Development: Delayed Town Plan Approvals Stall Development in Pune’s IT Hub

Proposals from PMRDA await state approval for over 18 months, causing growing concerns in Hinjawadi and surrounding areas.

PUNE, 3rd July 2025: The Town Planning (TP) schemes submitted by the Pune Metropolitan Region Development Authority (PMRDA) have been lying pending with the Maharashtra state government for over a year and a half, halting several key infrastructure and development projects. This delay is especially affecting high-traffic zones like the Hinjawadi IT Park, where the lack of alternative roads has led to worsening traffic congestion.

The Hinjawadi area, a major IT corridor, continues to struggle with severe daily traffic jams due to the absence of adequate road networks. New roads are urgently needed to ease the pressure, but work cannot begin until the TP schemes receive official approval. As a result, local residents and IT employees are increasingly frustrated. The road development in areas like Man and Marunji is also tied to the TP plans.

After the previous Development Plan (DP) for the Pune metropolitan area was scrapped, the government decided to implement fresh TP schemes. In line with this, PMRDA submitted proposals for six locations in December 2023, covering Man and Mahalunge in Mulshi taluka, and Vadachi Wadi, Handewadi, Manjri, and Holkarwadi (two schemes) in Haveli taluka. However, these have yet to receive the green light from the state.

It was expected that a government ordinance approving the schemes would be issued in June this year, but the process remains stalled. Meanwhile, PMRDA is also working on 15 additional TP schemes for areas such as Sangavade, Bavdhan Budruk, Nere, Darumbre/Saumbre (two schemes), Godumbre, Dhamne (two schemes), Man, Vadki, Manjri Khurd (three schemes), Avhalwadi, and Wagholi. The continued delay in approving existing plans has raised doubts about the fate of these new proposals.

Commissioner of PMRDA, Dr. Yogesh Mhase, said, “We have submitted the TP proposals to the state government, but approval is still pending. We are following up on the matter actively.”
