Pune, 29th September 2026: The Pune Municipal Corporation (PMC) has collected ₹1.87 crore in fines from citizens for littering, spitting, open urination and other activities that contribute to unhygienic conditions in public places during the first eight months of 2026. Despite regular enforcement drives, violations continue across the city.
The civic administration is now preparing to propose an increase in fines to discourage such practices.
The PMC has taken 11,499 actions against people for littering and creating unhygienic conditions in public places, collecting ₹90.36 lakh in fines. Meanwhile, 256 cases involving the illegal dumping of construction debris resulted in fines worth ₹46.44 lakh.
Under its anti-plastic drive, the civic body registered 591 cases, seized 3,416.9 kg of plastic and collected ₹31.51 lakh in penalties. It also took 2,821 actions against people for urinating in public places, recovering ₹5.73 lakh in fines.
May recorded the highest fine collection during the eight-month period, at ₹36.71 lakh. February saw the highest number of penalty receipts, with 2,963 issued.
Under the current rules, the PMC imposes a fine of ₹1,000 for spitting on roads, ₹25,000 per vehicle for dumping construction debris, ₹500 for littering and ₹5,000 for burning waste. The penalty for urinating in public is ₹200, while defecating in public and polluting water sources attract fines of ₹500 each.
These penalties were fixed in 2016 and have remained unchanged for the past decade. In comparison, the civic body collected ₹3.77 crore in fines in 2025 after taking action against 53,393 violators.
Despite regular enforcement, the existing fines have not been sufficient to prevent people from violating civic rules. The PMC is considering revising the penalty structure to strengthen enforcement and discourage littering and other unhygienic practices.
"The fines for civic violations were fixed in 2016. We will discuss increasing the penalties with senior officials and take a decision accordingly," said Santosh Varule, Deputy Commissioner of the PMC's Solid Waste Management Department.
