PMC: Government Hurdles Slow Down Pune’s Development Works

Civic chief Naval Kishore Ram to approach Chief Minister Devendra Fadnavis over stalled projects and rising costs

Pune, 9th September 2025: Several civic development projects in Pune have been delayed because of what officials describe as uncooperative behaviour and delays from state government departments. Municipal Commissioner Naval Kishore Ram said the corporation will soon present a list of stalled projects to Chief Minister Devendra Fadnavis, seeking his intervention.

Projects including flyovers, river bridges, sewage management, and road widening are underway in Pune. To monitor their progress, the civic body has set up a special "war room."

At a recent review meeting, the commissioner noted that many works are getting stuck as state departments are withholding necessary approvals and certificates. He said repeated follow-ups have not yielded results, and this has increased both costs and delays.

One example is the JICA-backed sewage project, which has been held up because land at the Botanical Garden has not yet been handed over, despite an earlier decision.

The Irrigation Department has also raised a fresh hurdle by demanding ₹10 crore in land rent for laying a new 1,200 mm water pipeline from Parvati Water Works to Bhawani Peth.

The line, meant to replace an old and inadequate 40-year-old pipeline, is proposed to run along the canal from Mitramandal Chowk to Nehru Road. This demand will also be escalated to the state government.

Naval Kishore Ram said Pune’s growth depends on the cooperation of all state departments, but since that has not been forthcoming, the civic body has no option but to take the matter to the Chief Minister.
