Pune, 2nd July 2025: In a major administrative reform aimed at streamlining the process for building developers, the Pune district administration has activated an online permit system for the transport of minor minerals excavated during construction. The system, launched in coordination with the Pune Municipal Corporation (PMC), links municipal building permits directly with the state government’s ‘Mahakhanij’ portal.
Previously, developers were required to apply separately to the district collector’s office for permission to transport minor minerals such as soil and gravel, which are excavated as part of site development. This process often involved delays extending over six months and informal payments. With the new digital integration, that additional step is now eliminated.
Under the updated mechanism, once the PMC issues a building permit, details of the approved excavation are automatically uploaded to the Mahakhanij portal. This enables real-time tracking of how much mineral is being excavated, which vehicles are being used for transportation, and whether developers have obtained the necessary permits.
City Engineer Prashant Waghmare stated that this digital linkage will ensure accurate royalty collection and curb irregularities in mineral transport. “The system will enhance transparency and help take strict action against violators,” he said.
Key benefits of the new system include:
All building permits issued by PMC will now be visible on the Mahakhanij portal.
Transport permits for minor minerals will be processed transparently and efficiently.
Authorities will be able to monitor whether developers have secured valid transport permissions.
Information on the quantity of minor minerals excavated as per approved site plans will be available online.
The system aims to prevent unauthorized transport and associated revenue losses for the district administration.
Officials believe the initiative will significantly reduce time delays, eliminate unofficial transactions, and bring discipline to the construction and excavation sector.
