Pune: PMC Releases Draft Development Plan for 9 Newly Merged Villages

Citizens can submit objections and suggestions within 60 days; plan includes 175 reservations for public amenities

Pune, 18 October 2025: The Pune Municipal Corporation (PMC) has officially released the draft development plan for 9 villages that were merged into the city limits in 2017.

The plan has now been published, and citizens have a 60-day period to submit objections or suggestions. The draft includes 175 reservations for schools, hospitals, playgrounds, parks, and other civic facilities.

These 9 villages cover a total area of 5,551 hectares. Considering the current population and projected growth, the plan proposes residential zones, public amenities, and infrastructure developments. Most of the reservations are on private land, which may involve significant expenses for land acquisition in the future.

The villages included in this draft are Lohgaon (remaining areas), Mundhwa (remaining Keshavnagar), Sadesatra Nali (Hadapsar), Shivane (Uttam Nagar), Mauje Shivane (entire Uttam Nagar), Mauje Ambegaon Khurd (remaining), Mauje Undri (remaining), Mauje Dhayari (remaining), and Mauje Ambegaon Budruk (remaining).

The preparation of the draft development plan faced delays over the years. PMC had initially proposed the plan in 2018 under the leadership of then Chief Engineer Rajendra Raut. Work was stalled in 2020 due to the COVID-19 pandemic.

Subsequent administrative changes, including the appointment of a state government administrator in 2022, further delayed progress. Eventually, last year, the state government handed over the responsibility to the Town Planning Department, which finalized the draft.

The draft development plan divides the 5,551-hectare area into residential, commercial, and reserved zones. Approximately 2,310 hectares (42%) are planned for residential use, while 374 hectares (8%) are reserved for public amenities.

Specifically, 41 hectares are reserved for schools, 18 hectares for hospitals and health centres, 74 hectares for playgrounds, and 88.12 hectares for parks. Roads account for around 15% of the total area, with major roads planned to be 45m, 36m, 30m, 24m, and 18m wide.

The draft development plan is now available on the Pune Municipal Corporation’s website. Citizens can also visit the PMC office at the Assistant Director, Town Planning, Pune branch, to view the maps and submit their feedback within the next 60 days.
